Youth IGF Nepal is a youth-led, multistakeholder platform dedicated to strengthening meaningful youth participation in Internet governance in Nepal.

This Code of Conduct applies to everyone engaging with Youth IGF Nepal, including participants, fellows, volunteers, organisers, speakers, moderators, partners, sponsors, service providers, and members of our online community.

It applies across all Youth IGF Nepal spaces and activities, including the annual forum, fellowship programmes, consultations, webinars, workshops, meetings, social media platforms, community groups, email communications, and informal gatherings connected with our programmes.

Our Commitment

Youth IGF Nepal is committed to providing an inclusive, accessible, respectful, and safe environment where people from different backgrounds, regions, identities, abilities, professions, and stakeholder groups can participate meaningfully.

We value open dialogue and recognise that disagreement is an essential part of Internet governance discussions. However, disagreement must always be expressed respectfully, constructively, and in good faith.

What We Expect

Everyone engaging with Youth IGF Nepal is expected to:

Treat others with respect, dignity, and consideration;

Communicate constructively, including during disagreement;

Respect different experiences, perspectives, identities, and levels of expertise;

Support inclusive and intergenerational participation;

Avoid dominating discussions and allow others an opportunity to contribute;

Follow instructions provided by organisers, moderators, and venue staff;

Respect privacy, confidentiality, personal boundaries, and consent;

Represent their identity, affiliation, experience, and contributions honestly;

Use Youth IGF Nepal’s platforms and resources only for appropriate purposes;

Help create an environment where participants feel safe to speak and participate.

Unacceptable Conduct

Youth IGF Nepal does not tolerate harassment, discrimination, intimidation, exploitation, or abusive behaviour in any form.

Unacceptable conduct includes, but is not limited to:

Discrimination based on gender, gender identity, caste, ethnicity, religion, language, disability, age, nationality, sexual orientation, geographic origin, political opinion, profession, or any other personal characteristic;

Sexual harassment, unwanted sexual attention, or inappropriate physical contact;

Threats, stalking, bullying, intimidation, or repeated unwanted communication;

Offensive, degrading, humiliating, or deliberately exclusionary comments;

Personal attacks or sustained disruption of discussions or sessions;

Harassing photography, filming, recording, or sharing of images without appropriate consent;

Sharing another person’s private or sensitive information without permission;

Displaying or distributing inappropriate, harmful, or sexually explicit material;

Deliberately spreading harmful or misleading content;

Misrepresenting an association, role, or affiliation with Youth IGF Nepal;

Using Youth IGF Nepal’s name, logo, platform, mailing lists, or network without authorisation;

Retaliating against anyone who raises a concern or supports a person making a report.

Online and Social Spaces

The same standards apply to online sessions, social media channels, messaging groups, mailing lists, and other digital spaces managed or facilitated by Youth IGF Nepal.

Respectful discussion and disagreement are welcome. Personal attacks, harassment, spam, repeated unsolicited promotion, harmful content, impersonation, and the unauthorised sharing of private conversations or personal information are prohibited.

Group administrators or moderators may remove content or restrict participation where necessary to maintain a safe and constructive space.

Photography and Recording

Participants must respect the privacy and consent of others when taking or sharing photographs, videos, screenshots, or recordings.

Photography or recording that is intimidating, harassing, sexualised, deliberately intrusive, or continued after someone has asked for it to stop is prohibited. Images, recordings, or personal information obtained through Youth IGF Nepal activities must not be used in misleading, harmful, or unauthorised ways.

Conduct at Events

Participants should remain mindful of those around them and avoid conduct that may affect another person’s safety, comfort, or ability to participate.

If you notice someone in distress, witness concerning behaviour, or believe that immediate assistance is required, inform a Youth IGF Nepal organiser or designated contact person as soon as possible.

In an urgent situation involving immediate danger, participants should contact venue security or the appropriate emergency authorities.

Consequences of Misconduct

Anyone asked to stop behaviour that violates this Code of Conduct is expected to comply immediately.

Depending on the nature, seriousness, and circumstances of the concern, Youth IGF Nepal may take one or more of the following actions:

Issue a verbal or written warning;

Remove inappropriate content;

Restrict participation in a discussion or online community;

Remove the person from a session, event, or programme;

Cancel a fellowship, volunteer, speaker, or organising role;

Prohibit participation in future Youth IGF Nepal activities;

Inform a participant’s organisation, institution, parent, or guardian where appropriate;

Refer serious matters to the relevant authorities where legally required or necessary for safety.

Youth IGF Nepal may take immediate protective action while reviewing a concern.

Reporting a Concern

If you experience, witness, or become aware of behaviour that may violate this Code of Conduct, please:

Speak with a Youth IGF Nepal organiser or designated safeguarding contact at the event; or

Email sec@yigf.org.np.

When possible, a report should include the nature of the concern, when and where it occurred, the people involved, and any relevant supporting information. Anonymous reports may be considered, although limited information can sometimes make investigation or follow-up more difficult.

Confidentiality and Non-Retaliation

Reports will be handled with discretion and shared only with those who need the information to assess the concern, protect participants, or take appropriate action.

Youth IGF Nepal will not tolerate retaliation against anyone who makes a good-faith report, participates in a review, or supports someone raising a concern.

Our Shared Responsibility

Maintaining a safe and inclusive community is a shared responsibility. Everyone engaging with Youth IGF Nepal is expected to support these standards and contribute to an environment where young people can participate, learn, debate, and lead with confidence.
